Si le département de l’Hérault ne fut pas un département d’accueil, ni même un département de première ou de deuxième urgence, il accueillit cependant, dès le début de la Retirada et après l’ouverture du camp d’Agde au mois de mars 1939 « un nombre non négligeable de réfugiés espagnols (30000 en mai 39). À la demande du préfet Antoine Monis, le chef d’escadron Pignet, commandant la 16e Légion de gendarmerie de l’Hérault, fut chargé, en étroite collaboration avec les commissaires centraux, divisionnaires, spéciaux et les maires du département, de collecter des données démographiques et de dresser des états statistiques des réfugiés espagnols qui étaient transmis ensuite au ministère de l’Intérieur. Cette documentation administrative, conservée aux Archives départementales de l’Hérault dans le fonds Police des étrangers, constitue une source précieuse pour l’historien dans la mesure où elle permet de reconstituer en détail l’exode des réfugiés espagnols dans l’Hérault, sujet sur lequel il n’existait jusqu’à présent aucune monographie.

This book examines the limits to cosmopolitan liberal peacebuilding caused by its preoccupation with the values and assumptions of neoliberal global governance. The peace people experience is determined by the processes privileged in peacebuilding. This book is about four things that shape the processes involved. First, it is a critique of orthodox postconflict peacebuilding. It takes the position that the present approach, although seemingly hegemonic, is routinely ignored or manipulated by elites and society and converted into a miasma that to some degree wastes the energies and opportunities involved. Second, it is about alternatives which invoke the kind of peace people might seek in postconflict places if they had more control over the process of peacebuilding, a notion referred to here as ‘popular peace’. It is thus not the kind of critical work that some describe as ‘reflexive anti-liberalism’. Rather, it seeks alternatives that are grounded in the lives of people in postconflict spaces and which also reflect some of the essential values of Liberalism.
